Background:  The strength and vitality of publications in our profession and psychological science disciplines are centered on the premise of a high-quality manuscript peer review process. Peer review is the essential element in promoting quality and excellence in the papers published in our scientific, educational, and professional journals. Peer review provides authors with the opportunity to improve the quality and clarity of their manuscripts. It also guides the journal's editorial staff in making publication decisions and identifying substandard manuscripts that should not be published. Individuals who participate in the peer review process provide a valuable service to their colleagues and the journal's editorial staff members by improving the literature in their discipline. Serving as a manuscript peer reviewer is an important, critical professional activity and responsibility.

Psychology Research Unit of  the Indian Statistical Institute, Kolkata, has been engaged in research internships during the Covid pandemic. Currently we have 12 research papers on educational, health and environmental psychology for manuscript peer review process. Research interns were trained on literature review, psychological test development procedure, multivariate statistical models before submission of the manuscript. Some research interns collected data on their own and some were provided the data for analysis.

Through the proposed Faculty Development Program our intention is to develop a good number of peer reviewers. The function of peer reviewers will be to improve the quality and clarity of the manuscripts. They will provide authors the knowledge in making publication decisions through lecture and training.

BACKGROUND

The Psychology Research Unit: is a part of the Social Sciences Division of the Indian Statistical Institute. The major objectives of the Institute, as given in its Memorandum, are (a) to promote the study and dissemination of knowledge of statistics, to develop statistical theory and methods, and their use in research and practical applications generally, with special reference to problems of planning of national development and social welfare; (b) to undertake research in various fields of natural and social sciences with a view to the mutual development of statistics and these sciences; (c) to provide for, and undertake, the collection of information, investigation, projects and operational research for purposes of planning and the improvement of efficiency of management and production. The Institute has its headquarters in Kolkata and three major centres at Delhi, Bangalore and Chennai and a branch at Giridih. In addition, the Institute has a network of units of Statistical Quality Control and Operations Research at Baroda, Coimbatore, Hyderabad, Mumbai and Pune. Psychology research Unit came into being from 1996, in place of Psychometric Research and Service Unit established in 1954, following a recommendation of second review committee in 1982. Scientists of this unit conduct research on application of Statistics and Mathematics in explaining different psychological phenomena and psychological test development through different internal and external funding projects, sometimes in collaboration with scientists of other units of ISI/ or other organizations. Besides, the faculties of the unit are involved in teaching and training activities and are providing Ph.D. guidance to the research fellows selected through All India Examinations of the Institute. Scientistis are also providing services in statistical or psychometric analysis of Psychological data Rating scale

Rating scale is useful objective measurement of knowledge, skills, aptitudes, attitudes, and personality.Psychometric practitioners are engaged in construction of items following several heuristic and statistical assumptions, administration of Psychological test, scoring, assessment of Reliability and Validity of Psychological tests. Generally it is assumed that psychometric approach to Psychological counselling involves designing counselling procedure based on Psychometric test scores. Therefore, Psychology Counsellors are limited to. But in the actual situation, counselor controls test items based on Psychometric test item statistics so that response will be reliable and useful for counselling. Psychology Research Unit of the Indian Statistical Institute has developed some methodologies that can help counselor to control both test item statement and the ratings. Aim of this training is to disseminate knowledge about Psychometric approach to Psychological counselling. The unit has conducted one training on Psychometric counselling ====================================== Psychometric approach to Psychological counselling helps client breaking down perception of self and the surroundings into 'grades' so that perception can be scaled. Scaling helps the client and counselor to understand extent of success and failure of the counselling across different target areas for intervention. This approach is non-clinical and non-labeling. Client becomes able to construct and reconstruct the environment. Client more readily takes ownership of their treatment goals and progress when asked to rate them on a scale.

This approach has some assumptions :
(a) Individuals are healthy and competent.
(b) They have the innate capacity to construct solutions and meanings that can enhance their lives.
(c) Individual is able to scale own abilities, self-concept and treatment goal.
(d) Individuals do not resist change; they in fact want to change.
(e) Scaling the change helps both counselor and the client to reduce counseling time.
